When SD price condition record is created in Tx- VK11 with value as 0 , then while creating the sales order for a product the item condition record for the condition type is marked as inactive but certain customizing can be made to make a condition record with value 0 as active condition if business require so.

This can be controlled in the SD condition type customizing(Tx-V/06) in the control data 2 section.

The field- Zero Value Procedure as highlighted controls that. 

Below is the SD condition record with value as 0 USD.

Create a SD sales order with the product with certain quantity and in the item condition tab, the condition type ZR00 marked in red color. Inactive condition record line.

Let’s set this Zero Value Procedure as A[ make class type = Price ].

Now create a SD sales order with the product and the item conditions tab, the condition line is marked as active[green] though the price is 0.
